Do you have or had an inter-agency working group on trade facilitation? If yes, what is the official title of this working group?

The Mongolian National Committee on Trade and Transport Facilitation (MNCTTF) was established by the Government resolution in 2006 according to the recommendation of UNESCAP. The working group of MNCTTF adopted by the Ministry of Road, Transport and Tourism.

What motivated the establishment of the TF working group? To accelerate the coordination of activities determining the purpose and action areas to facilitate international trade and transit transport of Mongolia, and to make Mongolia a land-linking transit country by supporting trade, transport and logistics sector
What year was it established? 2006
Do you have other national bodies dealing with WTO issues and/or with TF? The Ministry of Foreign Affairs and Trade is dealing with WTO issues and TF
Was the working group based on a previously existing multi-agency group/committee (for example a trade and transport faciltiation committee)? Before we didn’t have this kinds of committee and organization.
What is the current status of the working group (running, pilot phase, study) running
 
Has the working group been set up as an ad hoc group, or a legal entity/organization? This committee and its working are as an ad hoc group.
What specific documents were necessary to institutionalise the group and which body and at which level made the decisions? The national program “Transit Mongol” submitted to the government through the working group and its implementation is headed by the Minister of MRTCUD.
What is the scope/manadate of the working group? The working group consists of private and public organizations like Ministry of Foreign Affairs, State Specialized Inspection agency, Standardisation and Metrology agency and Chamber of commerce etc.
Does the working group have terms of reference? We have a national program named “Transit Mongol” approved by the government.
Which is the coordinating agency The main coordinating agency is officer of the committee which is at the MNCCI and secretary of the committee at the MRTCUD.
What is the structure of the group
(Chair/co-chair, sub-groups etc.)?
The chairman of the MNCTTF is Minister of Road, Transport, Construction and Urban Development (MRTCUD) (previously Ministry of Road, Transport and Tourism).

    • State Secretary of Minister of Foreign Affairs and Trade (public)
    • Chairman of MNCCI (private)
  • Secretary:
    • Deputy Director of Transport Department of MRTCUD

    + 22 members including Ministries, Government agencies and NGOs etc.

Do you have a permanent technical secretariat? We don’t have permanent members. Most members didn’t show potential efforts. But the officer (only 1 person) of the committee works as a permanent officer at the Mongolian National Chamber of Commerce and Industry (MNCCI). MNCCI cover its all related costs.
Funding  
Who carries the costs of the operations of the working group? (one institution, co-sharing with other institutions, or external funding) co-sharing with other institutions
What are the principal costing items of the operations of the working group? The main costs are an officer’s salary, fax, telephone and other printing costs etc.
Do you have a formal budget for the operations of the working group? We don’t have formal budget. But member agencies and organization give small amount of money in every year. The officer of the committee at the MNCCI was created website of the committee in 2007 and now translating it into English and MNCCI is responsible for day to day operation of the committee and provide an officer’s salary, printing costs etc.

working plan?
Yes, we have a working plan.
How do you monitor progress in implementing the work plan? At the end of the every year, each member agencies and organizations prepare report and sent to the secretary of the committee/MRTCUD. And the chairman of committee/minister of MRTCUD introduce to the parliament and government
How often, and in which form and to whom is the working group reporting? According to the internal regulation of the committee, the working group member’s meeting should be organized in quarterly basis and every member should make a report during the meeting. But not. For example: In 2008, the meeting held in only once.
 
What public or quasi-public agencies participate in the working group? Both
What private associations or entities participate? MNCCI, Mongolian Freight forwarders association, Trade and Transport council at the MNCCI etc

Does the working group meet regularly? No
What is the level of participation in each of the meetings ?  Active
Do you use different meetings formats (such as focus groups, brainstorming, Citizen jury's etc?)? No.
 
How do you keep all stakeholders informed of the working groups' meetings and new documents, upcoming events etc? We sent e-mails and fax to the member of the committee and sometimes, officer call to their phone.
How does the group interace with other working groups / committees working on similar issues? We always invite the members of the MNCTTF to the any kinds of meeting, seminars, workshop and training on transport and foreign trade issues, trade facilitation like Single Electronic Window etc.
Do you undertake special information session for the general public or particular stakeholders? - -
 
What was the impact of the work of the group? It consisted of public and private sectors.
How does it benefit your countries' responsiveness to the WTO negotiation process? - -

  • Regular information exchange between stakeholders and members
  • To improve the coordination mechanism between the agencies

  • To change the existing rules and regulation on international trade procedures especially for the export and import
  • Better understanding between entrepreneurs and government officials etc
 
What are the plans for further development of the working group?
  • To power the implementation of “Transit Mongol” national program and to set up efficient mechanism to link all related stakeholders.
  • To improve and facilitate the foreign trade environment
