What motivated the establishment of the TF working group? The need to achieve alleviations related to the simplification of the procedures regarding the international trade.
What year was it established? 2008

Was the working group based on a previously existing multi-agency group/committee (for example a trade and transport faciltiation committee)? No.

Has the working group been set up as an ad hoc group, or a legal entity/organization? Set up as a group within the system of BCCI, corresponding to BULPRO initiative and communicating with other institutions

What are the objectives of the working group? Simplification of the procedures in the international trade, unification and standardization of the commercial documents.

working plan?
Programs with events for the next year are annually adopted.
How do you monitor progress in implementing the work plan? A report on the program implementation of the previous year is received annually.
How often, and in which form and to whom is the working group reporting?  - -
 
What public or quasi-public agencies participate in the working group? Ministries, state agencies.
What private associations or entities participate? NGOs and business companies.
What is the level of seniority of the participants? High level - deputy-ministers, chairmen, business managers, etc.
 
Does the working group meet regularly? They meet periodically in accordance with the program adopted.
What is the level of participation in each of the meetings ? The meetings are attended by representatives of the administration, the non-governmental organizations and the companies-members of the BULPRO Council.
Do you use different meetings formats (such as focus groups, brainstorming, Citizen jury's etc?)? Various formats of meetings like round tables, discussions, etc.
 
How do you keep all stakeholders informed of the working groups' meetings and new documents, upcoming events etc? By e-mail.
How does the group interface with other working groups / committees working on similar issues? By e-mail.
Do you undertake special information session for the general public or particular stakeholders? Distribution of press releases, information on the BCCI’s site, via e-mail (for stakeholders).
 
What was the impact of the work of the group? Alleviations are achieved and a decrease of non-tariff barriers to the business.
How does it benefit your countries' responsiveness to the WTO negotiation process? Equalization of the standards and the positions of non-member countries of the WTO.

Have there been concrete operational outcomes?

Issued a Guide for the transition of the boundaries of the Republic of Bulgaria.

 
What are the crucial success factors? Effective partnership between the business, the non-governmental organizations, and the state administration.
What are the greatest obstacles? Obstacles of administrative nature.
What are the main lessons learned? To carry out preliminary studies on the business’ needs when planning the Council’s program of events.
 
What are the plans for further development of the working group? To continue the work for simplification of the procedures and decrease of the administrative barriers to the business.
