    By 2003, three years of continuous economic decline and widespread devastation had transformed the occupied Palestinian territory into a "war-torn economy". The economic legacies of war identified in comparative research on conflict economies are relevant in recognizing the true nature of the Palestinian economic predicament: structural deterioration and sustained negative growth; declining export capacity and emergence of an unsustainable trade gap; fiscal pressures as expenditures outpace revenues and the budget deficit widens; a shift towards non-traded activities and de- formalization of the econo my; and deterioration of real incomes, per capita consumption and savings, greater external dependence and extended poverty. The income losses and sharp deterioration of physical and human capital between 2000 and 2003 and the performance of all sectors of the economy are consistent with this war-torn economy typology to an extent that renders such recognition essential to elaboration of policies and strategies for recovery and development.

    The State of Palestine as envisioned in United Nations Security Council resolution 1397 (2002) should seek to benefit from all relevant development experiences and "international best practices" in the post-conflict phase. Economic development and trade policy must be grounded in a clear understanding of the implications of performing as a small, landlocked and war-torn economy, albeit one with a set of ambitious national objectives to achieve within the next few years. While still needed, relief assistance should no longer be addressed in isolation from development assistance. In this respect, the role of the Palestinian enterprise sector decimated by war and uncertainty acquires special significance. Enhancing its contribution to developmental relief should also be placed within the context of a cohesive development strategy, which takes into account the structural changes that have occurred in the economy. UNCTAD's technical cooperation activities for the Palestinian people continue to deliver concrete assistance to enable them to better address such challenges.

    The intensification in 2002 of the crisis in the occupied Palestinian territory and the recurrent border closures of the West Bank and Gaza have resulted in precipitous declines in national income, destruction of public and private sector infrastructure, and widespread disruption of Palestinian economy activity for much of the year. In the eighteen months since October 2000, the Palestinian economy has lost the equivalent of over half of its annual gross domestic product, unemployment has increased threefold, and poverty has risen substantially, with more than two-thirds of Palestinian households living below the poverty line. The Palestinian economy is now set on a path of "dedevelopment", with serious ramifications for its public finances, trade balance, saving-investment gap and social services. The situation in the occupied territory is a telling example of "complex humanitarian emergencies", where vulnerability is great and the impact on the productive capacity, institutional infrastructure and the economy as a whole is severe. This economic and humanitarian crisis is once more forcing the Palestinian Authority into heavy dependence on donor support for maintaining its basic activities, while diverting attention from long-term development goals and activities.

    The realities on the ground have imposed new priorities, which require promoting dynamic synergies between rehabilitation, reconstruction and strategic development needs. This framework will guide UNCTAD’s technical assistance programme in the short and medium term. Despite increasing difficulties in the provision of technical assistance, UNCTAD was able to initiate a new research project in 2002, while also achieving concrete progress on five other capacity-building projects. In consultation with Palestine, the secretariat is examining possibilities of initiating targeted technical assistance in new areas: food security and commodity trade; trade logistics and facilitation; trade promotion; trade policy and preferential market access; and investment promotion.

    Critical developments in the Palestinian economy during 2000-2001 have exposed long-standing structural weaknesses, which have been aggravated by sharp declines and widespread disruption in economic activity over the period. A high and volatile rate of unemployment, a chronic trade deficit and a widening gap between investment needs and national savings reflect persistent imbalances, which have been reasserted during the recent crisis. While some significant structural changes have occurred over the decade, these were not paralleled by notable improvement in the domestic economy’s supply capacity, undermining its ability to create enough jobs for its labour force, produce enough exports to pay for imports and generate savings for financing investments. Furthermore, the weak contribution of domestic sources to growth of national income increases the economy's vulnerability to external shocks. Despite the progress in institution building, regulatory reform and economic policy formulation made during the 1994-1999 interim period ushered in by the Israel-Palestine peace accords, over nine months of economic crisis have reversed many of these gains. In addition to losses of at least a quarter of national income and damage to economic and trade infrastructure, the crisis has resulted in sharp falls in Palestinian household income, massive unemployment and increasing poverty. The Palestinian Authority will need to elaborate swiftly a programme of recovery and reconstruction in the context of a sustained economic policy formulation process. While UNCTAD technical assistance to the Palestinian people has attempted to respond to some of the new needs generated by the crisis in the trade and related services sectors, it has maintained a focus on long-term capacity building efforts. Operational activities aim to match the secretariat's core technical competencies with the development needs of the Palestinian Authority and targeted donor finance. In doing so, the secretariat has further strengthened its cooperation with concerned international agencies and donors in providing concrete assistance to the Palestinian people.

  • A/CONF.191/BP/9 - Information Note on the Economy of the occupied Palestinian Territory (West Bank and Gaza) - 14/05/2001

    On the occasion of the participation of Palestine, for the first time in a United Nations Conference on the Least Developed Countries, the Ministry of Economy and Trade of the Palestine National Authority (PNA) has prepared this Information Note. The Note is intended to brief the Conference on the particular development challenges facing Palestine at a crucial moment in its history, and the constraints that continue to impair long-term prospects. The Note provides an overview of the economic policy and foreign trade regime of the Palestinian National Authority in the occupied Palestinian territory (West Bank and Gaza Strip), as it evolved between 1994 and 2000. It is introduced by an account of the geographic setting and main population indicators, followed by a review of the aggregate and sectoral economic performance during that period, with reference to the most recent available official Palestinian statistics. Internal and external constraints hampering the economy's sustained development are also examined, in order to identify the main policy issues that need to be addressed in the coming years.

    As the development needs facing the Palestinian economy pose new challenges for policymakers, Palestinian economic growth potentials continue to be constrained by structural weaknesses arising from historical trends. The new economic policy environment created by the Israel-Palestine accords since 1993 has made important contributions to enhancing the regulatory framework and operating conditions for revival of the economy, propelled by a vigorous private sector. However, a range of macroeconomic and sectoral issues remain to be addressed as the Palestinian economy prepares for greater regional cooperation and integration in the global economy. UNCTAD's programme of assistance the Palestinian people has aimed, since 1995, to provide concrete technical assistance toexamine problem areas and technical issues, advise on requisite policy measures and build the capacities of policy makers and private sector practitioners involved in developing Palestinian trade, financial and related services sectors. UNCTAD's activities in this area revolve around four programme clusters: trade policies and strategies; trade facilitation and logistics; finance and development; and enterprise, investment and competition policy. By linking the findings of analytical and empirical research in these areas to specific technical assistance needs identified by the Palestinian Authority, the secretariat has been able to deliver targeted technical assistance in areas of its competence. This has helped to attract growing support from bilateral and multilateral funding sources for UNCTAD projects to initiate reform and modernization in key areas of Palestinian economic governance, while developing increasingly cooperative relationships with other agencies that provide assistance to the Palestinian people.

    This study examines Palestinian economic performance and institutional development since 1994 in the context of an assessment of immediate tasks of institutional reform, and bearing in mind persistent policy challenges and the imperatives of elaborating a Palestinian development vision. While the Palestinian Authority has made concrete progress in a number of areas affecting the economy, the reform process which has begun to unfold needs to be pursued and expanded with vigour in the coming years. Further reform of the regulatory environment is a prerequisite for addressing the structural weaknesses of an economy emerging from prolonged occupation, while elaborating policies to guide national economic development.

  • UNCTAD/GDS/SEU/3 Cooperation between the Palestinian Authority, Egypt and Jordan to enhance sub-regional trade-related services - 14/02/00

    A range of physical, procedural and institutional problems, many due to security considerations, continue to undermine prospects for realizing the full potential of trade between the Palestinian Authority (PA) and its neighbours. Although trade accords signed between the PA, Egypt and Jordan aim to rationalize and facilitate trade flows and promote exports of Palestinian goods, they have not been adequately implemented. This study was prepared by UNCTAD as part of an UNDP-funded project, to assist the PA, in cooperation with its partners, in developing public and private sector capacities to provide trade-related services that would enhance sub-regional trade. The study examines the policy environment affecting regional trade, the current process of economic reform in the region and the problems and potential for regional trade promotion. It also analyses Palestinian trade flows, including the various trade routes and procedures at border crossings with Egypt, Israel and Jordan, and identifies major constraints. These include cumbersome customs procedures, problems with overland transport and inadequate telecommunications and business information for trade (BIT). Recommendations, identified at a sub-regional expert workshop, are proposed in the areas of policy reforms, technical and procedural reforms, and institutional and human resources development, as well as in strategic trade-related services with a view to promoting sub-regional trade.


  • TD/B/46/5 Assistance to the Palestinian people - UNCTAD report - 10/08/99

    UNCTAD's assistance to the Palestinian people has evolved from a focus on the analysis of prospects for the development of the Palestinian economy to an integrated deployment of the secretariat's substantive capacities in the framework of technical cooperation activities. This has entailed examination of key performance and policy aspects of Palestinian trade, finance and related services, which in turn has refined the secretariat's capacity to deliver timely and effective technical assistance in response to requests by the Palestinian Authority. Prolonged adverse performance of the Palestinian economy, especially in trade and related services, has highlighted the challenges that remain to be addressed, despite the positive developments in the policy framework governing economic activity since the Israel-Palestine accords of 1993. These considerations serve as a continued incentive to the international community to intensify assistance to the Palestinian people in building their economy and institutions. Accordingly, UNCTAD has expanded its programme of technical assistance to the Palestinian people in developing capacities for effective policy-making and management pertaining to international trade, investment and related services. Within this context, the secretariat is currently providing assistance in eight project areas, with action pending in six others, in the context of an increasingly cooperative relationship with Palestine and the international organizations concerned.

  • UNCTAD/GDS/SEU/2 Palestinian economy and prospects for regional cooperation-UNCTAD study - 30/06/98

    This study examines strategies and policies to promote and facilitate the integration of the Palestinian economy at the regional and global levels. It explores issues of economic integration from the conceptual and empirical angles. Lessons are drawn from the regional integration experiences of developing, especially Arab, economies. Israeli-Palestinian economic relations are also examined in the context of the regional economy. The study also investigates the prospects for regional cooperation, and also examines the framework of Palestinian relations with industrialized, developing and transition economies. The study concludes with recommendations for policy action in each area.


  • UNCTAD/GDS/SEU/1 Palestinian merchandise trade in the 1990s: Opportunities and challenges - UNCTAD study - 23/01/98

    The study analyses the opportunities and challenges facing Palestinian external trade by investigating three major issues: the role of merchandise trade in the light of recent external trade performance (chapter I); the complex and uncertain trade policy and regulatory environment (chapter II); and the capacity of Palestinian merchandise production and allied sectors to engage in sustained exporting (chapter III). Conclusions and recommendations (chapter IV) suggest areas of action at the broader level of mitigating the adverse impact of border control issues and at the specific levels of sectoral interventions, institutional development (especially in the public sector) and realizing export potential. Two annexes present detailed case studies identified during field research.


  • TD/B/44/10 Assistance to the Palestinian people - UNCTAD report - 24/07/97

    This report, prepared for the Trade and Development Board, reviews the work of the UNCTAD secretariat since 1995 in assisting the Palestinian people, in accordance with its mandate and work programme in this respect. Part I of the report reviews the policy environment affecting the Palestinian economy, including the positive developments of the peace process amid continued political and security uncertainty, regulatory and institutional developments, and regional and international dimensions. This is followed by an examination of major aggregate economic developments, with particular focus on the Palestinian external trade sector. Part II provides a comprehensive account of recent orientations in UNCTAD secretariat activities regarding assistance to the Palestinian people. It focuses on operational activities, within the context of UNCTAD's Programme of Technical Cooperation Activities in Support of Palestinian Trade, Finance and Related Services, undertaken during the period 1995-1997 in the interrelated areas of Palestinian private sector development and institution building.

    This study was prepared by the UNCTAD secretariat within the framework of the intersectoral research project of the UNCTAD secretariat on "Prospects for sustained development of the Palestinian economy in the West Bank and Gaza Strip". It draws mainly on a contribution by Prof. Fadle Naqib (University of Waterloo, Canada) and on field studies prepared by Palestinian experts within the context of the intersectoral project. The study constitutes a comprehensive analysis of prospects along with appropriate strategies and corresponding policies to guide the reconstruction and sustained development of the Palestinian economy in an era of peace and cooperation with regional and global partners.


  • UNCTAD/ECDC/SEU/13 Private investment in the OPT - UNCTAD study - 30/07/96

    This study constitutes the first comprehensive investigation of the role and performance of private investment in the Palestinian economy since the Israel-Palestine peace accords of 1993. Parallel to a public investment programme spurred by the peace process, the rejuvenation and restructuring of the Palestinian economy, and in particular its productive sectors, are conceived as being in the domain of the private sector, in terms of both capitalization and management. The increasing role accorded to the private sector calls for a thorough evaluation of private investment as it has evolved in the past, and the identification of those measures and policies which are deemed appropriate to help attract private investment into the Palestinian economy. This is the principal focus of this study.

    This report is an in-depth intersectoral project on the economy of the West Bank and the Gaza Strip. Part One of the project provides with a comprehensive assessment of the economic and social situation in the West Bank and the Gaza Strip, the main impediments to sustained growth and development, pressing needs, and measures for immediate action to promote recovery. Part Two constitutes an in-depth analysis of prospects under different scenarios for the future development of the Palestinian economy. Part Three is intended to provide both a strategy framework and policy guidelines for the revival and sustained future development of the Palestinian economy in the West Bank and Gaza Strip.


  • UNCTAD/ECDC/SEU/11 A programme of technical assistance - UNCTAD study - 27/12/95


    This study analyses the current situation of the Palestinian external trade and financial sectors, reflecting the problems and constraints that are similar to those that affect most areas of the Palestinian economy. In general, both sectors are characterized by an inadequate and outdated policy and regulatory framework, institutional and physical infrastructural deficiencies, and isolation from regional and international developmental impetus. More specifically, the sectors face shortages in manpower capabilities, particularly at the technical and managerial levels. The nascent Palestinian Authority has begun to mobilize efforts and address itself to these and other priority areas of the economy, including the trade and finance sectors. The study suggests a comprehensive reform encompassing the policy framework, structures, performance capacities and manpower needs of these and other vital sectors. This will therefore enable them to play their crucial role in the revival and development of the economy.

    This report reviews major economic developments and the related policy environment affecting the Palestinian economy of the occupied West Bank and Gaza Strip. Part I briefly reviews recent major economic developments in the Palestinian territory, including data on economic performance. Particular attention is focused on recent trends in private investment in the Palestinian economy. Part II presents the summary of findings of the UNCTAD secretariat research project on medium- and long-term prospects for sustained development of the Palestinian economy. Part III reviews the progress made in the work of the secretariat on assistance to the Palestinian people during the period under review. In view of the pressing needs of the Palestinian Authority, attention has been specially focused on the secretariat's programme of technical cooperation activities in support of Palestinian trade, investment and related services, implementation of some of which began as of mid-1995.

    This study constitutes the first comprehensive assessment of the current state of the environment in the Palestinian territory (the West Bank and Gaza Strip) and its implications for sustainable economic and social development. It is based on a field investigation conducted in early 1993 by the author, supplemented by data from the few published sources that exist on the subject. As such, it constitutes an important original source of information on a previously unexplored topic for the use of policy makers, donors and researchers alike.


  • UNCTAD/ECDC/SEU/7 Developments in the services in the West Bank and the Gaza Strip-UNCTAD study - 07/03/95

    The present document, constituting Part One of the study on services in the West Bank and the Gaza Strip, is based on a survey report prepared by consultant. Chapter I describes the role of the services sector in the Palestinian economy before and after the 1967 war. It also highlights the linkages between services and other sectors, and presents the contribution of this sector to employment and the balance of payments. Chapter I also focuses on the factors affecting the services branches, such as the regulatory framework, capital formation and regional dimensions. Chapter II reviews in detail the structure and performance of services branches, and Chapter III presents concluding remarks and suggestions for possible action regarding areas in need of improvement.


  • UNCTAD/ECDC/SEU/9 Labour and employment trends in the West Bank and Gaza Strip-UNCTAD study - 27/01/95

    This study explores developments in the supply and demand conditions of the labour market in light of changing circumstances. Data from published sources as well as findings of field research are made use of in this study. Chapter I details the characteristics of the labour force in the occupied Palestinian territory, tracing developments in its size, age structure, participation and emigration, as well as highlighting the nature of its structure. Chapter II focuses on employment of the Palestinian labour force in the territory and in Israel, reviewing the sectoral, occupational, educational and social structure in each market. Chapter III profiles unemployment in the territory and evaluates the impact of the intifada and Jewish emigration to Israel on the Palestinian labour market. Chapter IV examines human resources development, including the system of higher education, and vocational and on-the-job training, as well as the relationship between the education system and the needs of the labour market. Chapter V presents conclusions and measures for action to be addressed by the responsible authorities in the future.


  • UNCTAD/ECDC/SEU/6 Prospects for sustained development of the Palestinian economy in the West Bank and Gaza Strip, 1990-2020 - 11/11/94

    Chapter I briefly reviews the major data sources used in the study, some of the problems encountered in managing available historical data and the methods adopted to prepare the data for subsequent statistical analysis. Chapter II explains the structure and functioning of the quantitative framework proposed to investigate future developments in the Palestinian economy, using baseline and alternative scenarios. Chapter III presents a variant of the baseline scenario, which includes a different set of projections without a major alteration in the basic assumptions and conditions governing the baseline. Alternative scenarios I to V, presented in chapters IV and V, introduce variations and exogenously determined changes in the assumptions affecting the key demographic, labour force and economic variables under consideration. This generates different projections of the future prospects for the Palestinian economy. Chapter VI of the study presents a brief overview of the severity of the Palestinian economic problems, and an estimate of the magnitude of resources needed to put the Palestinian economy on the path of developing its production and service sectors and generating employment opportunities for its labour force. A discussion of some macroeconomic policy recommendations in areas crucial for the revival and sustained growth of the Palestinian economy follows this.


  • UNCTAD/ECDC/SEU/2 Public utilities in the West Bank and Gaza Strip - UNCTAD study - 21/10/94

    The study constitutes a background document reviewing developments in public utilities in the occupied Palestinian territory (the West Bank and Gaza Strip) since 1948, with a focus on the period from 1967 to 1990. The first chapter examines the structure and performance of public utilities up to 1967, covering water and electricity utilities, sewerage and solid waste collection, slaughterhouses and public markets, as well as public safety services. Chapter II examines the same set of public utilities in the post-1967 period, in different areas of the West Bank and Gaza Strip. Chapter III assesses the adequacy and efficiency of existing public utilities in the occupied Palestinian territory, including supply and demand considerations, investment and capital formation, economic contribution, cost and pricing policies, and manpower and technology issues. Chapter IV presents a set of recommendations for immediate measures to improve the current conditions of Palestinian public utilities.

The study focuses on the commodity and market orientation of Palestinian domestic and external merchandise trade since the Israeli occupation, and provides a comprehensive account of major trends, key developments and salient features of this important sector.


  • UNCTAD/ECDC/SEU/4 Construction and housing in the West Bank and Gaza Strip - UNCTAD study - 17/10/94

    Chapter I of the present study constitutes an overview of the activities in the sector during the period 1948-1967 and the changes affecting the legal framework. Chapter II examines the significance of the housing and construction sector in the economy of the occupied territory and its contribution to gross domestic product, employment and gross domestic capital formation. Chapter III presents the evolution of the sector starting from the 1967 war until 1990, covering population distribution, patterns of housing development, present housing conditions, sources of finance and employment opportunities in the sector. Chapter IV spells out the limitations and constraints that hamper growth in construction to meet demand. These include the lack of housing strategy, inadequate finance facilities, the dearth of managerial skills, and restrictions on land use and transfer of funds. Chapter V attempts to quantify the status of the housing stock, enumerate its characteristics, measure its occupancy density and identify the factors that affect housing cost and demand. Chapter VI reiterates the importance of the housing and construction sector for the economy of the occupied territory and proposes areas for action to improve the performance of the sector to meet the changing needs of the Palestinian people.

  • UNCTAD/ECDC/SEU/3 Health conditions and services in the West Bank and Gaza Strip-UNCTAD study - 28/09/94

    The present study constitutes a background document reviewing public health conditions and services in the occupied Palestinian territory (West Bank and Gaza Strip). Chapter I examines health conditions in the territory up to 1987, and the main types of diseases and public health problems that exist. Chapter II provides an in-depth analysis of current health services structures, covering primary care, secondary care, tertiary care, rehabilitation and geriatric services. Chapter III examines the human resources aspect of health care, including physicians, nurses, pharmacists, dentists, medical technicians, village health workers and indigenous medical practitioners. Chapter IV traces the ongoing debate on the relative merits of curative and preventive care systems. Chapter V identifies the range of factors affecting the health conditions of the Palestinian people. These include Israeli policies and practices, cultural factors, the impact of the uprising and subsequent regional developments, and international assistance to the Palestinian health sector, as well as medication and the local pharmaceutical industry. Chapter VI reflects on the prerequisites for the effective management of the Palestinian health system, and chapter VII draws conclusions and presents an integrated set of recommendations for immediate action to improve and develop Palestinian health-care services.

    Part I of this report examines the main aspects of the new policy and regulatory environment that will affect the Palestinian economy following the conclusion of the Israeli-Palestinian accords. This is followed by a review of the emerging Palestinian institutional and policy network for the initiation and effective management of reconstruction efforts, supported by accords on economic cooperation between Palestine and its main Arab partners and the recently announced international emergency assistance programme. Part I also reflects on the main developments in the Palestinian economy. Part II focuses on key issues facing the economy, especially trends in merchandise trade, medium-term prospects and emerging technical assistance needs for its development. This part also presents the main elements of an integrated program of technical cooperation activities to be undertaken by the secretariat in support of Palestinian trade and related sectors. Part III offers a brief review of progress in the work of the UNCTAD secretariat on assistance to the Palestinian people.

    The present study constitutes a background document reviewing Palestinian population and demographic developments in the West Bank and Gaza Strip since 1948, especially during the period from 1967 to 1990. The first chapter examines the major demographic characteristics of the Palestinian population in the West Bank and Gaza Strip prior to the Israeli occupation. It covers population growth, the interplay of natural increase and migration, and related aspects. Chapter II examines in greater detail population growth and its determinants during the period 1967-1990, including fertility, natality and mortality. Chapter III provides a further analysis of salient demographic characteristics of the Palestinian people, including indicators such as composition by age, sex, religion, social status, geographical distribution and population density. Chapter IV examines the nature and impact of migration from the occupied territory on Palestinian society. Chapter V presents some observations on the immediate implications of prevailing demographic trends in the territory.

Given the unique set of issues confronting Palestinians in the West Bank and Gaza Strip, do Palestinian women have a special role to play in the economic and social life of their society? In the present context of Palestinian society, where and how do women contribute to the process of development? In what way have Palestinian women combined their growing and active political involvement with efforts geared to enhance their economic and social status? What are the problems encountered by Palestinian women in their efforts to participate actively in improving their economic and social situation? What immediate measures could enhance the participation of Palestinian women in the economic and social life of their society? These and other issues related to the role of Palestinian women are addressed in this study within the context of developments that have marked Palestinian society, especially during the past 25 years since the Israeli occupation.

Part One of the project deals with a comprehensive assessment of the economic and social situation in the West Bank and the Gaza Strip, the main impediments to sustained growth and development, pressing needs and corresponding measures for immediate action to promote recovery. Part Two constitutes an in-depth analysis of prospects under different scenarios for the future development of the Palestinian economy. Part Three is intended to provide a strategy framework and policy guidelines for the revival and sustained future development of the Palestinian economy in the West Bank and the Gaza Strip.

    The UNCTAD secretariat embarked upon an intersectoral project aimed at assessing the present economic and social situation of the Palestinian people in the West Bank and the Gaza Strip, investigating prospects for their sustained development and providing strategy and policy guidelines for action. This report summarizes the deliberations of a meeting of experts convened upon the completion of the first stage of the project and prior to the commencement of its second and third stages. The main objectives of the meeting were to: (a) discuss a summary assessment of sectoral developments in the West Bank and the Gaza Strip during the past 25 years of occupation and adopt for immediate action the recommendations emerging from the findings of Part One of the in-depth field studies of various economic and social sectors in the occupied territory; and (b) examine options and adopt relevant approaches for guiding the sectoral examination under Parts Two and Three of the in-depth field studies.

    This document is the fifth in the series of selected statistics on the economy of the occupied Palestinian territory, compiled by the Special Economic Unit (Palestinian people) of the UNCTAD secretariat. It is devoted to statistical series on the balance of payments, foreign trade, demography and population, and labour force and employment of the occupied Palestinian territory for the period 1968-1987. The irregular and partial publication of official and other statistical series since 1988 has precluded inclusion of data for the 1988-1991 period in the present publication. The series are based on official data published by the Israeli Central Bureau of Statistics and exclude East Jerusalem, unless otherwise indicated. They are classified in accordance with specifications established under the Economic Times Series (ETS) in use in the UNCTAD secretariat. In order to ensure the greatest possible degree of consistency of terminology and definition with established guidelines, relevant United Nations and other statistical publications have also been consulted. These series complement the statistical series on the national accounts of the occupied Palestinian territory, published by the UNCTAD secretariat in UNCTAD/RDP/SEU/6.

    As part of the 1990-1991 work programme of the UNCTAD secretariat, this study was prepared in order to shed light on the tourism sector and related services in the occupied Palestinian territory of the West Bank, including East Jerusalem and the Gaza Strip. It constitutes the first comprehensive investigation of this sector undertaken to date.
