Project Activities under the UNFCCC/Kyoto Protocol
The United Nations Conference on Trade and Development (UNCTAD)
is committed to focus on trade and investment aspects the emerging climate regime
and carbon market, with a particular emphasis on potential risks and opportunities
available to developing countries. UNCTAD joined efforts with the Banco Nacional
de Desenvolvimento Economico e Social (BNDES - Brazilian National Bank for Economic
and Social Development) and agreed to collaborate closely to provide technical
assistance to the Inter-Ministerial Commission on Climate Change, the national
focal point in Brazil for climate policy/making. The UNCTAD component in the
UNF project aimed to promote and facilitate CDM investment projects in Brazil
as part of the national implementation of the Kyoto Protocol. This project was
successfully concluded in 2003.
The agencies responsible for the implementation of the project's
activities, with support from the UNCTAD/Earth Council Carbon Market Programme,
were: Ministry of Science and Technology (Secretariat of the Inter-Ministerial
Commission on Climate Change) National Development Bank of Brazil (BNDES)
The following activities have been undertaken:
- Compilation and annotation of decisions on CDM focusing on the following:
- a. Identification of the role and function of the host government in the
CDM process in accordance with the COP 7 decisions
b. Description of the legal rules relevant to CDM implementation
c. Description of financial procedures to be adopted by CDM project participants
in accordance with Brazilian legislation
- Drafting of basic CDM implementation guide using language useful for potential
in domestic and foreign investors and policy-makers;
- Convene an internal public sector technical workshop to discuss the final
draft of the CDM implementing guide;
- Publication of a final draft of the CDM implementing guide
in Portuguese and English
and open a process of consultation with key national stakeholders;
- Consultations and public launch involved:
a. Selective Consultation: CDM dialogues among sector-specific stakeholders
in Brazil to build sectoral capacity for the implementation of CDM in Brazil.
These activities were undertaken in collaboration with agencies such as UNIDO,
WBCSD and UNDP also involved in climate-related activities in Brazil;
b. Public Launch: National workshop with national stakeholders to launch the
CDM implementing guide (in collaboration with the Brazilian Climate Change
Forum).
- Publication of final version of national CDM Implementing Guide;
- Organization of the UNCTAD/Earth Council CDM Forum in Brazil in early 2003.
