Main issues: Many Latin American Governments are putting in place strategies and action plans for the develop-ment of the information society in general and of e-business in particular. At the same time, a number of regional and international initiatives have been launched in this area. The focus of this session will be to identify commonalities between national and regional strategies and the means to make them mutually supportive.

Main issues: The promotion of ICT and logistic services requires international approaches that adapt to the international developments in the industry itself. Governments, regional organizations, and the private sector need to cooperate to set the right frameworks for investments and services.

3.A Promoting business usage of ICTs

Main issues: Representatives of government programmes, NGOs, Internet access providers, rural area access programmes, e-business development programmes will discuss the promotion and adoption of ICTs by enterprises as an important component of national policies. The session will examine the available national experiences, identifying best practices for promoting of ICT usage by enterprises in different sectors of the economy. The discussion may cover general issues such telecommunications and infrastructure, but also more specific ones such as policies targeting particular group

      Regional and global linkages

Main issues: International and regional organizations and local services providers will discuss (1) Global trends, (2) Regional trends and (3) conduct a Case study based on local logistics operators' experience. Transport and information networks are growing in their coverage and also in their mutual linkages. Containerization and digitalization, transhipment centres and in-formation portals, just as global alliances among ser-vice providers all contribute to a situation where Latin America and Caribbean countries form part of global networks, implying new risks and opportunities for logis-tics operators and their clients.

Main issues: Presentations by international experts and regional port specialists will be made on (1) Applying common standards to link to global carrier and shipper networks, (2)  ICT for small ports (3) would conduct a case study from Latin America and the Caribbean. To be competitive within global networks, port-, railway- and vessel operators need to be able to manage and share information with shippers and logistics providers in a secure and efficient manner. Global standards are just as important as are local applications of new technologies and transport community portals.

5.A Open source and e-business development

Main issues: Speakers from open source users (public/private sector), policy-makers involved in open source issues and businesses built around open source software (producing/servicing) will discuss how Free and Open source software is quickly becoming a serious competitor to proprietary software in a number of markets. The focus of this session will be to examine how Governments can use open source software as an instrument in their ICT-for-development strategies. It will also examine what are the implications of the growing importance of open source for the development of Latin American ICT-based businesses.

      international transport and ICT solutions

Main issues: Presentations by international security experts and affected services providers will consider (1) Recent requirements in the United States, (2) International Ship and Port Security and (3) Implications for Latin America and the Caribbean The detection and prevention of security risks as well as information exchanges about them require investment in new ICT solutions. These new requirements are leading to changes in transport and transhipment patterns whose implications for Latin America and the Caribbean are difficult to foresee.

6.A Human and financial capital for e-business development

Main issues: The focus of this session will be to present and analyse policies and actions that have succeeded in generating finance and building skills for the development of ICT capacities. Human and financial capital building should be fundamental elements of the strategies of the public and private sectors in the development of e-business. Training and education policies, together with adequate financing are also important for e-business to play its full role in the process of regional economic integration.

6.B ICT in trade facilitation

Main issues: Presentations by experts from international projects and local authorities will discuss (1) Advance Cargo Information Systems, (2) Automated System for Customs Data and (3) a successful case of selected targeting of inspections. Lack of trade facilitation can be a far more important obstacle to a country’s competitiveness than the level of import duties in export markets. Practical examples to overcome such obstacles include ICT applications in transport information systems, customs, and cargo inspections.

Main issues: Speakers will discuss electronic signatures, codes of conduct and trust marks, consumer protection, data protection and legal issues of ICT in transport and logistics operations. Several Latin American countries have implemented legislative changes to accommodate the needs of e-commerce. The session will examine their experience and the extent to which the needs of businesses and consumers have been met and how, if necessary, international best practice in the field can be implemented at the national level. It will also discuss business-specific legal aspects, such as providing guidelines to businesses on e-transactions and e-signatures, codes of conduct etc.

Connecting virtual and physical networks: Regional and international initiatives

Several initiatives to promote information and transport corridors globally and in Latin America and the Caribbean already exist. Their role and future activities need to take the continuously changing techno-logical and business environment into account to keep abreast of developments.
