Session 1: Measuring the information society
This session will provide an introduction to the topic of information society measurements. It will point out the need for e-measurements from the policy perspective, and make suggestions for the types of indicators and statistics that should be collected. It will also discuss the measurement of ICT usage by main actors (enterprises, households, and governments).

15:00-18:00 Session 2: Measuring e-business: definitions, indicators, methods, model surveys
This session will discuss the results of previous work on measuring e-business, including the work carried out within the framework of the OECD Working Party on Indicators for the Information Society (WPIIS) on definitions, indicators and methods. Model surveys will be presented and discussed. Experts will critically examine the application of previous work to the needs of developing countries and make suggestions for possible adaptations.

10:00-13:00 Session 3: Measuring the digital economy in developing countries
This session will address issues of concern to developing countries as regards e-measurements. It will be divided into two parts.

The first part will focus on methodological issues. Experts from developing countries will share their experience in collecting e-business statistics. The discussion will focus on issues specific to the context of developing countries, such as the use of third party providers or different survey methods to be applied.

The second part of the session will be devoted to issues of capacity building. It will look at the readiness of statistical offices to carry out such work and challenges they may face with respect to institutional capacity or administrative sources available. It will also identify areas where technical assistance and training is needed to develop statistical compilation programmes in the area of e-business. Experts will examine the role of UNCTAD, as well as other players in the international community, in addressing those needs.

15:00-18:00 Session 4: Regional initiatives and international forum

This session will look at initiatives taking place at the regional level in the area of e-measurements, including in the European Union, ASEAN, and Latin America and the Caribbean.

It will address the need for convergence and harmonisation of existing initiatives at the international level. Experts will discuss the need for an international forum for the exchange of experiences and ideas, for new developmental work and for the diffusion of standards and guidelines among developing countries, and possibly the contributions of different organizations in this regard.

DAY 3: 10 September 2003


10:00-11:30 Session 5: International database and core indicators
While initiatives are under way to create an internationally comparable database on information economy statistics, there is no centralized repository of such information, particularly for developing countries. Experts will discuss the creation of such a database and the core indicators that it could comprise. Experts are invited to address the role of  international organizations, including UNCTAD and other institutions, in creating such a database.

12:00-13:00 Session 6: Conclusions and the way forward
The final session will discuss the main conclusions of the Expert Meeting and approve the chairperson's summary. Experts will make suggestions for continuing work on e-measurements at the international level, as a follow-up to the Expert Meeting.
