A detailed report providing information on the activities of the DMFAS
Programme, including field activities (country projects, regional
projects and seminars), software development, training activities and
prospective activities, and an analysis of financial resources
utilisation.
- External Debt Statistics Guide
(published 30 June
2003)
UNCTAD, through the DMFAS programme is an
active member of the Inter-Agency Task Force on Debt Statistics which meets on a
regular basis to review the definition, statistical coverage and methodology for
international statistical reporting on external indebtedness. The group, through
an IMF lead initiative, have just released "External Debt Statistics: Guide
for Compilers and Users", an update to the previous "grey book"
on statistics (1988). The new publication draws on the broad range of experience
of the international agencies and provides advice on the compilation of external
debt and the analytical use of such data. See

- Effective
Debt Management
An outline of the requirements of effective public debt management from
both the macro-economic and the micro-administrative points of view.
Presents a conceptual framework aimed at attaining these requirements.
- Technical
Information Note
A description of the recording, operating, controlling and analytical
functions of DMFAS software as well as its technical characteristics.
- Hardware,
software and training requirements
Describes the recommended hardware and software for workstations
and servers running DMFAS as well as the recommended training for
DMFAS users and database administrators.
- Role and Organization of a Debt Office
Examines various models for the role, organization and location
of a public debt office; the regulatory framework and
institutional memory of debt management, involving the creation of
procedure manuals for the inter- and intra-institutional tasks and
information flows; and the degree of autonomy that a debt office
can and should have. Available in English, Spanish, Arabic,
