Activities in 2008 (project and non-project):

DMFAS users from the Ministry of Finance and the Central Bank participated at an UNCTAD/MEFMI Regional workshop on the DMFAS system, in Kampala, in May.

One official from the Central Bank enrolled in the MEFMI Fellow Development Programme, under which he participated in a DMFAS 5.3 training mission conducted at the Central Bank of Uganda by DMFAS consultants in March.
On-going DMFAS Programme support (including project management, administrative, documentation and IT) regarding implementation of the DMFAS system as well as on current and future capacity-building activities was provided from Geneva during the year.

The DMFAS Helpdesk has so far responded to five country-specific assistance requests during the year.
Note:
Both the Ministry of Finance and the Central Bank suffer from high staff rotation, which has resulted in a loss of staff trained in the use of DMFAS 5.3.
Planned activities for 2008
Continued DMFAS support regarding implementation of the DMFAS system as well as other capacity-building activities in debt management. Including:

DMFAS Helpdesk user support;

Discussions on preparation of a new project document that will built capacity in the use of DMFAS 5.3 and preparation of a debt portfolio analysis in Ministry of Finance and Central Bank and initial discussion regarding the implementation of DMFAS version 6 in these institutions;

DMFAS experts will continue to support one official from the Central Bank in the context of MEFMI Fellows Development Programme;
- Participation of officials from the Ministry of Finance and Central Bank in UNCTAD's 7th Inter-regional Debt Management Conference, November 2009;
- Participation in MEFMI - UNCTAD DMFAS Training Workshop, to be held in Zambia in December 2009.
