Note:
In 2005, UNCTAD won a tender for the provision of a debt management system for Iraq, which was organized by Ernst & Young. Given the security situation in Iraq, however, the UN has restricted all travel to the country for its staff. The project is, therefore, being implemented in Iraq by Ernst & Young consultants. UNCTAD is providing the system software, maintenance and training outside Iraq, while Ernst & Young consultants are executing local implementation activities, such as project coordination, training and support activities.

Activities in 2008 (project and non-project):

A workshop on advanced reporting took place in Amman for Iraqi debt managers from both the Ministry of Finance and the Central Bank during the month of March 2008. The goal was to improve the skills of the debt managers in producing reports and prepare them for a workshop on debt statistics.

Workshop on the production of a debt statistical bulletin, in August. The goal was to create a first draft of the future debt statistical bulletin which is programmed for initial distribution in March 2009. For this a data validation process is underway and the authorities are to get involved in the process.

Participation in a Regional Debt Portfolio Analysis workshop by heads of division held in Amman, Jordan during November 2008.

Review of database by an expert in preparation of the debt statistical bulletin during November 2009.

Translation of primary documentation into Arabic with regards to the statistical bulletin workshop.

On-going DMFAS Programme support (including project management, administrative, documentation and IT) regarding implementation of the DMFAS system as well as current and future capacity-building activities was provided from Geneva during the year. In addition to the organization of project activities, this included, for example, DMFAS Helpdesk user support. The latter responded to seven country-specific assistance requests during the year.
Planned activities:
- Continued DMFAS support regarding implementation of the DMFAS system and preparations for the migration to DMFAS 6 as requested by Ernst & Young consultants.
- Further assistance and training in order to validate the database and publish the statistical bulletin according to best practices.
- DMFAS Helpdesk user support.
