Note: In addition to the DMFAS installed at the Directorate General of Debt Management of the Ministry of Finance through the implementation of UNCTAD-implemented projects since 1988, the Directorate of Subsidiary Loan Management of the MoF independently installed DMFAS version 5.3 in 2007 to monitor subsidiary loan agreements (on-lent loans) as part of a separate understanding with UNCTAD.

Activities in 2008 (project and non-project):

  • Within the framework of on-going collaboration between UNCTAD, the MoF and Deacons - the contracting managers of Indonesia-Australia Technical Assistance Management Facility for Economic Governance (TAMF) financed by AusAID - discussions are underway for the financing of a possible third technical cooperation project between these parties. This project would envisage the installation of DMFAS version 6 to assist in the monitoring and management of the Government’s domestic bonds, and further training activities in debt management matters for newly appointed staff.

  • On-going DMFAS Programme support (including project management, administrative, documentation and IT) regarding implementation of the DMFAS system as well as current and future capacity-building activities was provided from Geneva during the year.  In addition to the organization of project activities, this included, for example, the provision of DMFAS 5.3 user documentation and related materials. It also included DMFAS Helpdesk user support.  The latter responded to six country-specific assistance requests during the year.

Planned activities:
Continued DMFAS support regarding implementation of the DMFAS system as well as other capacity-building activities in debt management.  Including:

  • DMFAS Helpdesk user support
  • On-going discussions with the Central Bank on further collaborative arrangements, and with the MoF in regards to the above described potential domestic debt project.
