Activities in 2008 (project and non-project):

  • The process of recording the external debt database and debt transaction starting from 2002 until to-date into DMFAS was terminated;
  • Microsoft Office training, in March;
  • Two DMFAS 5.3 functional training activities, in January and August;
  • Debt data validation workshop, in September;
  • Organization of the Mid-Term Review Tripartite Meeting in Dhaka in April with the participation of the Government of Bangladesh, UNDP and UNCTAD;
  • On-going DMFAS Programme support (including project management, administrative, documentation and IT) regarding implementation of the DMFAS system as well as current and future capacity-building activities was provided from Geneva during the year.  In addition to the organization of project activities, this included, for example, the provision of DMFAS 5.3 user documentation and related materials.  It also included DMFAS Helpdesk user support. The latter responded to 14 country-specific assistance requests during the year;
  • Officials from the Ministry of Finance and Bangladesh Bank participated in two study tours in other DMFAS user countries; 
  • DMFAS 5.3 installed in the Finance Division of the Ministry of Finance and its staff trained in the recording of on-lent loans;
  • Statistical bulletin workshop, October;
  • Training in the recording of private external debt for Bangladesh Bank officials and representatives of the private sector, October;
  • Need assessment mission, discussions with officials of the Ministry of Finance and Central Bank MOF, CB and donors regarding a new project that will implement DMFAS v 6 in Bangladesh ; 
  • Debt management workshop for high officials of the Ministry of Finance and Bangladesh Bank, November.

Note:
Although the current active project was signed in September 2006, its implementation started only in August 2007 due to institutional delays in the recruitment of the Chief Technical Adviser.

Planned activities:
Continued DMFAS support regarding implementation of the DMFAS system as well as other capacity-building activities in debt management.  Including:

  • DMFAS Helpdesk user support
  • Mission to support data validation and the preparation of Statistics bulletin in January 2009
  • Debt portfolio analysis workshop, June 2009
  • Various training missions to support the production of Quarterly Statistical Bulletin, improvement of the "Flow of External Resources" publication and of the procedures manuals in the Economic Relations Division in MOF
  • Preparation of a new project proposal that will help building capacity of the Ministry of Finance and Central Bank in integrated debt (external and domestic) and aid management
  • Participation of officials from the Ministry of Finance and Central Bank in UNCTAD's 7th Inter-regional Debt Management Conference, November 2009
