Note(s):

  • DMFAS is integrated with the treasury, accounting and budget modules of the national integrated financial administration system (SIDIF) at the Federal level and at the provincial level for the Province of Rio Negro.  
  • The government uses the automatic bridge between DMFAS and DRS, the World Bank’s Debtor Reporting System.

Activities in 2008 (project and non-project):

  • Organization by the DMFAS Regional Centre, located in Buenos Aires, of a statistics regional meeting to take place in November 2008.  The objective of the workshop will be to provide training in the conceptual aspects related to debt statistics and in the utilization of Web services for the dissemination of national and regional debt information.
  • Discussions and finalization of project proposal with the Province of Buenos Aires regarding the future implementation of DMFAS 5.3
  • Discussions and finalization of project proposal with the National Government regarding the future implementation of DMFAS 6
  • Technical mission to the Province of Rio Negro in order to install DMFAS 5.3 and update to the new situation the link between DMFAS and the Integrated Financial Management System, in May.
  • The Ministry of Finance hosted a study visit from Guatemala, in March
  • Meetings between UNCTAD and the Government about current and future capacity-building activities, in Buenos Aires, in June/July.
  • On-going DMFAS Programme support (including project management, administrative, documentation and IT) regarding implementation of the DMFAS system as well as current and future capacity-building activities was provided from Geneva as well as from Buenos Aires (DMFAS Regional Centre) during the year.  In addition to the organization of project activities, this support included, for example, one update (patch 20) to the DMFAS system currently installed in the Ministry of Finance and the local Governments, user documentation updates.  It also included DMFAS Helpdesk user support.   The latter responded to 11 country-specific assistance requests during the year.
  • Beta testing of DMFAS 6 Advanced Release in the DMO – Ministry of Finance took place in December 2008

Planned activities:

Continued DMFAS support regarding implementation of the DMFAS system as well as other capacity-building activities in debt management.  Including:

  • DMFAS Helpdesk user support
  • Incorporation of the Province of Buenos Aires into the overall project for the Argentine Provinces, in 2009.
  • Development of a database in the Ministry of Finance, which will include information from the Provinces’ DMFAS installations, in 2009–2010.
  • Conversion of database and installation of DMFAS 5.3 in the Provinces, in 2009.
  • Organization of regional workshops on debt statistics in Buenos Aires, in May 2009.
  • Incorporation of new functions at the Regional Centre in order to decentralize DMFAS Help Desk and system distribution responsibilities of DMFAS 6.
  • Finalization of agreement for the participation of Argentina in the development of DMFAS version 6
  • Signature of a new project document with the Ministry of Finance for the future installation of DMFAS version 6, and start of activities, in 2009.
  • Host study visit of Latin American countries/delegations.
  • Beta testing of DMFAS 6 in the DMO – Ministry of Finance – August 2009
